The Indiana Bond Bank is a quasi-governmental agency established by the Indiana General Assembly in 1984. The Bond Bank is a self-funded entity and does not receive any appropriations from the State of Indiana. We live to foster an Indiana where the limit of Hoosier possibility is unbound from geography. Where a statewide fabric of thriving communities lay the foundation for all Hoosiers to achieve lives of personal fulfillment.
Our Purpose
The primary mission of the Bond Bank is to provide targeted financial solutions to local Indiana Governments. The Indiana Bond Bank serves Indiana cities, towns, townships, public school corporations, counties, public libraries, county hospitals, public universities, and any other municipality in the state of Indiana.
We finance Indiana local governments through a variety of services and programs and envision thriving local institutions, thriving communities, and thriving Hoosiers.

The IBB Core Team
Jacob Blasdel
Executive Director
Jacob is responsible for the overall performance of the IBB. In Jacob's role as the Executive Director, he provides vision, purpose, strategy, coaching and direction to the IBB staff team, the IBB Board of Directors and involved stakeholders.
Jacob brings an extensive background in public finance through previous roles at Town of Speedway, State Budget Agency and the Indiana Finance Authority.
Jacob holds a Master's of Business Administration from the Indiana University Kelley School of Business and a Bachelor's Degree in Economics from DePauw University.
Ron Mangus
Director of Operations
Ron Mangus is the Indiana Bond Bank’s Director of Operations. In this role, he is responsible for the oversight of the daily operations and programs of the Indiana Bond Bank and has been with the Bond Bank for 30 years. Ron has a MPA from Indiana University, Indianapolis and a BA from Purdue University.
Aaron Barnett
Compliance Officer
Aaron has served as the Bond Bank's Compliance Officer since February 2015. In this capacity, he is responsible for the post-issuance compliance of the Bond Bank and its program participants. Prior to joining the IBB, he served as a Tax Analyst with the Indiana Department of Revenue. Aaron has an AGS from Ivy Tech Community College and a BS in Political Science from Indiana University.
Marisa Weimer
Marketing and Business Development Director
Marisa coordinates the IBB’s HELP (Hoosier Equipment Lease Purchase) Program, and serves as the Marketing and Business Development Director. Marisa joined the IBB in September 2018 and has an undergraduate degree from Indiana University, Bloomington.
Josie Conrad
Office Manager and Executive Assistant
Josie serves as the Bond Bank’s Office Manager and Executive Assistant. Josie joined the IBB in September 2023. Prior to joining the IBB, she served with the Indiana Gaming Commission.
