General Information

The Indiana Bond Bank is a quasi-governmental agency established by the Indiana General Assembly in 1984.  The Bond Bank is a self-funded entity and does not receive any appropriations from the State of Indiana. The primary mission of the Bond Bank is to assist local units of government in the process of issuing debt.  The Bond Bank serves Indiana cities, towns, townships, public school corporations, counties, public libraries, county hospitals, and public universities.

Deron S. Kintner
Vice Chairman

Term: Expires July 31, 2024.

Residence: Zionsville, Indiana.

Deron has worked throughout his career to help bridge partnerships and strategies that work efficiently for cities and industries. He has negotiated public incentive requests for economic development projects, and private investments from businesses of all sizes, including multiple Fortune 500 companies, international companies and tech start-ups. As Executive Director and General Counsel of the Bond Bank, Deron managed a $5 billion debt portfolio for the City of Indianapolis as well as all municipal corporations.

Charles L. Williams

Term: Expires July 31, 2024.

Our Team

Executive Director

As the Executive Director for the Indiana Bond Bank, Mark is responsible for the overall performance of the IBB.  In this role, Mark provides vision, purpose, strategy, coaching and direction to the IBB staff team, the IBB Board of Directors and involved stakeholders.


Since 2017, Mark has served as Executive Director of the Indiana Bond Bank, a body public corporate and politic chaired by the Treasurer of State.  Prior to joining the IBB, Mark served as the Deputy Chief of Staff for the Indiana Office of the Lieutenant Governor, where he oversaw the performance of 5 state agencies.  Mark began his tenure in public sector service as the Deputy Executive Director, General Counsel and Chief of Staff at the Indiana Housing and Community Development Authority.

Prior to joining public service, Mark practiced law at Bose McKinney & Evans LLP, an Indianapolis-based law firm, where his practice included assisting businesses of all types and sizes with corporate governance, business transactions, mergers and acquisitions, private equity and securities offerings.


Mark earned his juris doctorate with a concentration in Public Law from Cornell Law School. He earned his bachelor’s degree, cum laude, from Butler University.

Director of Operations

Ron Mangus is the Indiana Bond Bank’s Director of Operations.  In this role, he is responsible for the oversight of the daily operations and programs of the Indiana Bond Bank and has been with the Bond Bank over 20 years.  Ron has a MPA from Indiana University, Indianapolis and a BA from Purdue University.

Compliance Officer

Aaron Barnett joined the IBB as the Compliance Officer on February 26, 2015. Prior to joining the Bond Bank, he served as a Tax Analyst with the Indiana Department of Revenue.  Aaron is responsible for the Bond Bank’s post issuance compliance.

Director of Marketing and Business Development

As Director of Marketing and Business Development, Brian is responsible for marketing, communications, outreach, programmatic analyses, development, innovation and evolution of programs. Brian has an undergraduate degree from the University of Maryland, a Masters in Business Administration from the IU Kelley School of Business, and a Professional Certificate in Municipal Finance from the University of Chicago.

HELP Program Coordinator/Office Manager

Marisa provides administrative support for to Indiana Bond Bank team and to professionals associated with the IBB.  Marisa joined IBB in September of 2018 and has an undergraduate degree from Indiana University, Bloomington.
