The Indiana Bond Bank (IBB) is soliciting Requests for Proposals (RFP) to identify a vendor qualified to develop, design and implement a new multi-relational database. Also, please identify the new system’s ongoing maintenance after implementation and training of the IBB staff. IBB requires a vendor who has demonstrated experience in multi-relational databases as well as knowledge of public finance. This knowledge should include but not limited to the process of issuing debt, tracking debt and any post issuance compliance requirements.

The goal of this RFP is to identify a vendor to redesign the IBB financial tracking database to assist the Bond Bank staff meet the IBB mission and communicate the value of our programs and services in a way that is meaningful and significant to the IBB target audience. The target audience is local units of government in the State of Indiana. Throughout the RFP, you will see these units of government referred to as “Qualified Entities” or “QE,” which is how they are defined in the IBB authorizing statute. The IBB requests a proposal that replaces and old database with a new quality database.
