General Information

The Indiana Bond Bank is a quasi-governmental agency established by the Indiana General Assembly in 1984.  The Bond Bank is a self-funded entity and does not receive any appropriations from the State of Indiana. The primary mission of the Bond Bank is to assist local units of government in the process of issuing debt.  The Bond Bank serves Indiana cities, towns, townships, public school corporations, counties, public libraries, county hospitals, and public universities.

Our Team

Executive Director

As the Executive Director for the Indiana Bond Bank, Mark is responsible for the overall performance of the IBB.  In this role, Mark provides vision, purpose, strategy, coaching and direction to the IBB staff team, the IBB Board of Directors and involved stakeholders.



Prior to joining the IBB, Mark served as the Deputy Chief of Staff for the Indiana Office of the Lieutenant Governor, where he oversaw the performance of 5 state agencies.


Key accomplishments during his tenure include guiding the Office and its 5 agencies through the transition of 3 different Lieutenant Governors in a span of 10 months, and serving as executive director to a state agency on 10-week emergency basis, during which time Mark designed a strategy to remedy agency’s key $29mm program.


Mark previously served as the Deputy Executive Director, General Counsel and Chief of Staff at the Indiana Housing and Community Development Authority.  During his tenure, he promoted outcome-driven performance, championing a national award-winning initiative which allowed one program to assist 49% more people while reducing process cycle time by 25%.  Mark also championed initiatives focusing on agency culture and staff development, piloting a leadership incubator series in which 83% of participants achieved professional advancement upon completion.


Prior to joining public service, Mark practiced law at Bose McKinney & Evans LLP, an Indianapolis-based law firm, where his practice included assisting businesses of all types and sizes with corporate governance, business transactions, mergers and acquisitions, private equity and securities offerings.


Mark earned his juris doctorate with a concentration in Public Law from Cornell Law School. He earned his bachelor’s degree, cum laude, from Butler University.

Director of Operations

Ron Mangus is the Indiana Bond Bank’s Director of Operations.  In this role, he is responsible for the oversight of the daily operations and programs of the Indiana Bond Bank.  Previously, Ron served as the Deputy Director and has been with the IBB for over 20 years.

Program & Marketing Director

Matt Zimmerman joined the IBB as the Program and Marketing Director on March 9, 2015. Matt joined the Bond Bank from the Lieutenant Governor’s Office, where he served as a Program Manager for the Grant Services Division. At the Bond Bank, Matt is responsible for marketing and program administration.

Compliance Officer

Aaron Barnett joined the IBB as the Compliance Officer on February 26, 2015. Prior to joining the Bond Bank, he served as a Tax Analyst with the Indiana Department of Revenue.  Aaron is responsible for the Bond Bank’s post issuance compliance.
